  My mother was buried in the cemetary 30 years ago. My father bought the plot next to hers. There is a large double headstone over their both plots. I took my father to visit my mother's grave last week, and they had placed a new stone of someone we do not know directly in front (less than a foot) in front of my parents headstone. When I called, I was told that because my parents plots' don't start until their actual headstone this is normal. This is not normal!
